The Dare and Tyrell County Regional Emergency Communication Center and Dare County Emergency Operations Center is a single-story, hardened masonry and steel building designed to serve three nearby counties and to serve as an emergency operation center for Dare County. The facility provides a location for agencies, such as the Dare County EMS, Emergency Management and Fire Marshal, to work together for emergency response and recovery operations. Due to its proximity to the ocean, the building was designed to survive hurricane speeds up to 190 MPH and is equipped with the necessary amenities to house essential personnel in the event of an emergency.

The building is equipped with sleeping quarters, washer and dryer, full bathrooms with showers, as well as a full kitchen to house people who may need to stay for weeks at a time. Additionally, the facility serves as a call center and the main dispatch for citizen 911 calls. The building also houses the offices of many emergency management team members, including the EMS department and the fire marshal.
