The Mall at Bay Plaza

THIS PROJECT
Whiting-Turner served as the program manager for The Mall at Bay Plaza, the first enclosed fashion mall in New York City in almost 40 years. Construction was on a tight site adjacent to I-95 and the Hutchison River Parkway in the heart of the Cooperative City Development. The 525,000 SF retail fashion mall includes:
- Three-story, multi-tenant retail building
- 40,000 SF health club
- 166,000 SF JCPenney anchor store
- 160,000 SF Macy’s anchor store
- Two parking structures with 2,156 parking spaces
- Single-story sky ramp
- Two separate retail buildings creating an open-air village
Whiting-Turner took over this project at approximately 50% completion, and within the first two weeks on site, we created an entirely new comprehensive construction recovery schedule identifying permitting, design, procurement, construction, inspection and punchlist activities to establish a critical path to completion. The project was originally three months behind schedule, but our proven set of project controls resulted in completion in less than eight months to achieve the initial grand opening milestone.
