This project involved facility upgrades to the to the existing Rock Creek Wastewater Treatment Plant in the City of Independence, which was originally built in the 1970s. Prior to the upgrades, a collection system and wastewater treatment plant remedial measures plan was prepared to identify improvements to provide adequate capacity in the wastewater collection and transmission systems and the wastewater treatment plant. This plan also included improvements at the plant to bring it to compliance with the National Pollutant Discharge Elimination System (NPDES) permit under current and future conditions.

The project expanded the existing plant capacity by twofold. Prior to construction, the plant had a peak capacity of approximately 16 MGD. After the improvements, the plant was expanded to treat up to a design of 32 MGD of wastewater. In addition, the project included:
